Prof. (Dr.) V. Balakista Reddy, Vice-Chancellor I/c, JNTUH & Chairman of the Telangana Higher Education Council (TGCHE), is a distinguished academic and legal expert in International Law. Formerly, he served as Dean of the School of Law at Mahindra University and held pivotal roles at NALSAR University of Law, including Vice-Chancellor and Registrar. With an LL.M in International Law from Osmania University and an M.Phil and Ph.D. in International Air and Space Law from Jawaharlal Nehru University, New Delhi. Dr. Reddy has over 25 years of teaching and research experience. He has been recognized with numerous awards, including the Meritorious State Teachers Award by the Government of Telangana in 2017 and NALSAR’s Excellence in Research Award in 2021. Dr. Reddy’s expertise in International Air and Space Law has been acknowledged globally. He has presented papers at prestigious forums such as the United Nations and was instrumental in bringing the coveted the Nobel Peace Prize Award Winning Institut De Droit International (IDI) (Institute of International Law) to NALSAR for holding its 78th Session from September 3-10, 2017. NALSAR is the first institute in India and the second in Asia to host this session over last hundred fifty years and saw participation of more than 100 members belonging to 65 different countries including distinguished judges, jurists, arbitrators and practitioners associated with the settlement of international disputes. Dr. Reddy has been a member of the Drafting Committee constituted by Indian Space Research Organization (ISRO) for the Drafting of Model Space Legislation for India and the Sensitization Programme on WTO/GATS and Globalization of Legal Profession: Opportunities and Challenges for Indian Legal Fraternity. He is instrumental in bringing various projects and drafting numerous legislations for the Government of India and the States of Telangana and Andhra Pradesh. His DRDO-funded research on “Transfer of Technology in Indian Defence Sector: IPR Issues and Challenges” highlights his contributions to the defense sector. As the Director, Centre for Aerospace and Defence Laws (CADL), Dr. Reddy has pioneered innovative and value-added courses in aviation, space, defence and maritime laws, namely: Master’s in Aviation Law and Air Transport Management (MALATM); Master’s in Security and Defence Laws (MSDL); Master’s in Space and Telecommunication Laws (MSTL); Master’s in Maritime Laws; Post-Graduate Diploma in Aviation Law and Air Transport Management (PGDALATM); Post-Graduate Diploma in GIS and Remote Sensing Laws (PGD-GISRSL); Post-Graduate Diploma in Advanced Maritime Laws (PGD-AML). The objectives of these courses are to cater to the needs of unprecedented growth in the country’s aerospace, defence and maritime activities and the calls for thousands of skilled human resources to meet the managerial requirements of rapidly growing airports, airlines, aerospace, defence, telecomm-unication and maritime sectors. As the Director, Centre for Tribal and Land Rights (CTLR), Dr. Reddy has acted as a Research and Project Director to draft various legislations for the Central Government and the State Governments of Telangana and Andhra Pradesh. To name a few, he has spearheaded the drafting of 112 State Legislations on Revenue and Land Laws for the State of Telangana; Telangana Juvenile Justice Act, 2015; Telangana (Agricultural Produce and Livestock) Markets Act 2016; Andhra Pradesh Right of Youth to Skill Development Bill 2016; Andhra Pradesh Land Acquisition (Resettlement and Rehabilitation) Bill 2016; Telangana Land Acquisition (Resettlement and Rehabilitation) Bill 2017; and Telangana (Agricultural Produce and Livestock) Amendment Rules 2017; Telangana Right of Public Service Delivery Bill 2017; Telangana Municipalities Draft Bill, 2019 etc.,, As the Coordinator, M.K. Nambyar SAARC Law Centre, Prof. Reddy, has played an important role in organizing various National and International Conferences, Workshops and has published Newsletters, Books, and Articles in SAARCLAW Field. The Conferences include the 10th, 11th and 12th South Asian Teaching Sessions on International Humanitarian Law, during the years 2007-2009, in which 50 delegates from all SAARC Nations participated each year. Further, the Centre also conducted a National Workshop on “SAARC Trade Relations: Legal Issues and Challenges” in 2010, an International Conference on “Promoting Intraregional Trade in South Asia: Role of SAARC” in 2011 and International Conference on ‘Water Sharing in the SAARC Region: Legal Issues and Challenges’, in 2017. A prolific writer, Dr. Reddy has contributed extensively to various national and international journals on different facets of International law. His books on (1) Air Law and Policy in India (1994) (2) Recent Trends in International Space Law and Policy (1997) and (3) Emerging Trends in Air and Space Law, (2007) (4) Space Law and Contemporary Issues (2012) (5) Aviation and Space Industry, Future of Transport: Opportunities and Challenges (2023), have won international acclaim. Prof. Reddy is also the Editor-in-Chief of the Indian Journal of Air and Space Law, Indian Journal of Defence and Maritime Laws, M.K. Nambyar SAARC Law Journal and Mahindra Journal of Law & Technology. At Mahindra University, Dr. Reddy headed numerous innovative initiatives aimed at enhancing academic quality and fostering holistic legal education. He developed a comprehensive Research Manual to streamline academic research and reformed the curriculum’s assessment patterns to emphasize practical learning and continuous evaluation. Dr. Reddy also organized high-impact academic events, including an International Conference and the university’s First International Moot Court Competition, providing students with global exposure and practical legal training. He established a Legal Aid Cell to offer free legal assistance to marginalized communities. Part of University Social Responsibility he conducted training programs for police personnel on the New Criminal Laws. Through these initiatives, Dr. Reddy significantly strengthened Mahindra University’s academic ecosystem and societal impact. Under his mentorship, 16 candidates have completed their Ph.Ds., while seven more are currently pursuing their doctorates. Reddy’s dedication and administrative acumen have greatly contributed to strengthening legal education and social justice in India. His efforts helped in securing substantial annual grants from the Telangana Government during his tenure as Registrar, highlighting his exceptional administrative and legislative acumen. |
